Thai Industrial Standards Institute | Annual Report 2024 71 TBT ไทย – ศรีีลัังกา Thai-Sri Lanka TBT การเจรจาจั ทำบทอุุปสรรคทางเทคนิคต่ การค้า (TBT) หรื บทมาตรฐานกฎระเบียบทางเทคนิค แ ะกระบวนการ ตรวจส บแ ะรับร ง (Standards, Technical Regulations and Conformity Assessment Procedures – STRACAP) ภายใต้ ความตก งการค้าเสรี ประก บด้้วยการเจรจาความตก ง FTA ฉบับใหม่ในระดัับทวิภาคีแ ะุ ภาคี จำนวน 5 กร บการเจรจา ได้้แก่ 1) FTA ไทย – ศรีลัังกา 2) FTA ไทย – สหภาุ โรป (EU) 3) FTA าเซีียน – แคนา า 4) FTA ไทย – ภู าน แ ะ 5) ความตก ง หุ้นส่วนทางเศรษฐกิจ ไทย - สา ารณรัฐเกาหลีี แ ะการทบทวน แ ะเจรจายกระดัับความตก ง FTA ท่� มีีอยู่ให้มีความทันสมัย ส คล้้ งกับสถานการณ์การค้าแ ะเศรษฐกิจในปัจจุบัน จำนวน 3 กร บการเจรจา ได้้แก่ 1) ความตก งการค้าสินค้าข ง าเซีียน (ASEAN Trade in Goods Agreement – ATIGA) 2) FTA าเซีียน – จีน แ ะ 3) ความตก งการค้าสินค้า าเ ยน – อิินเดีีย ในปีงบประมาณ 2567 มีกร บการเจรจาท่� บรรลุุ ความสำเร็จตามเป้าหมาย ได้้แก่ FTA ไทย – ศรีลัังกา ซึ่่� ง สม . ได้้ ำเนินการเจรจาจั ทำบท TBT แล้้วเสร็จเมื� เดืื นธัันวาคม 2566 แ ะรัฐบา ไทยได้้ร่วม งนามความตก ง เมื� อวัันท่� 4 กุมภาั นธ์์ 2567 จากนั� น รัฐสภามีมติเห็น บ FTA ไทย-ศรีลัังกา เมื� อวัันท่� 29 มีนาคม 2567 ซึ่่� งเป็น FTA ฉบับท่� 15 ข ง ประเทศไทย โ ยสินค้าส่ง กสำคัญข งไทยท่� ส่งไปศรีลัังกา เช่่น าหารปรุงแต่งจากเนื� อสััตว์ าหารสัตว์ ยานยนต์แ ะชิ้� นส่วน สิ� งท อััญมณี เหล็็กกล้้าแ ะผลิิตภัณฑ์์ แร่โ หะ ปุ� ย เม็ าสติก แ ะผลิิตภัณฑ์์จาก าสติก เครื� งปรับ ากาศ ตู้เย็น โทรทัศน์ ถุงมื ยาง แ ะเฟอร์์นิเจอร์์ เป็นต้น The negotiation of the Technical Barrier to Trade (TBT) Chapter or the Standards, Technical Regulations and Conformity Assessment Procedures (STRACAP) Chapter under the Free Trade Agreement (FTA) consisted of the negotiation of 5 new bilateral and multilateral FTA: 1) Thai-Sri Lanka FTA, 2) Thai-EU FTA, 3) ASEAN-Canada FTA, 4) Thai-Bhutan FTA, and 5) Thai-Republic of Korea Economic Partnership Agreement (EPA); and 3 negotiations for FTA enhancements to be in line with the current trade and economic situation: 1) ASEAN Trade in Goods Agreement (ATIGA), 2) ASEAN-China FTA, and 3) ASEAN-India Free Trade Agreement. In the fiscal year 2024, the Thai-Sri Lanka FTA negotiation has been completed on December 2023, and the Thai government has signed the agreement on 4 February 2024, approved by the parliament on 29 March 2024 as the 15 th FTA of Thailand. Important export products from Thailand to Sri Lanka include processed meat, animal food, automotives and automotive parts, textiles, jewelries, steel and metal products, fertilizer, plastic pellets and plastic products, air conditioners, refrigerators, televisions, rubber gloves, and furniture.
