Concerns were raised that the regulation would impact the export of Thai panel products to India, due to the delayed process of inspection and licence issuance conducted by BIS, including inspection of manufacturing premises in Thailand. Should there be a substantial number of applications, BIS would likely be understaffed to conduct required inspections in time of the regulation coming into force, preventing Thai entrepreneurs from exporting panel products to India. The industry requested that TISI alert the India side of this possible limitation and extend the date of the regulation coming into force for at least 12 months to accommodate the licensing process duration. TISI contacted BIS as consulted, and has entered into a bilateral discussion with the Indian representatives during the 92nd Meeting of the TBT Committee on March 2024 at Geneva, Switzerland to follow-up on the request and concerns from Thai side. After consideration of concerns from international and domestic agencies, India extended the date of the regulation coming into force for 12 months to 11 February 2025, giving Thai entrepreneurs adequate time to have their licences processed and allowing the continuous export of panel products to India.
