Thai Industrial Standards Institute | Annual Report 2024 53 น กจากนี� สม . ยังมีการบูรณาการทำงานร่วมกับ ภาครัฐ แ ะเ ก นท่� เก่� ยวข้ ง เพื่่� ขยายข บข่าย ำนาจ ในการกำกับดููแ ผลิิตภัณฑ์์ ได้้แก่ สำนักงานั ฒนาธุุรกรรม ทางอิิเล็็กทรอนิิกส์ (ETDA) กรมศุ กากร สำนักงานคณะกรรมการ คุ้มคร งผู้บริโภค (สคบ.) สำนักงานคณะกรรมการ าหาร แ ะยา ( ย.) สภา งค์กรข งผู้บริโภค กรมส บสวนคิ เศษ (DSI) ก งบังคับการปราบปรามการกระทำความผิ เก่� ยวกับ การคุ้มคร งผู้บริโภค (ปคบ.) ช้้ ปปี� (Shopee) แ ะ า าด้้า (Lazada) แ ะมีมาตรการแก้ไขปัญหาเพื่่� สกัดกั้� นการนำเข้า สินค้าท่� ไม่ได้้มาตรฐานจากต่างประเทศ ดัังนี� 1) กมาตรฐานบังคับเพิ่่� มอีีก 58 มาตรฐาน คร บคลุุมสินค้า 91 รายการ เพื่่� ควบคุมการนำเข้าสินค้า ท่� ไม่ได้้มาตรฐาน ปัจจุบัน สม . มีีินค้าควบคุมจำนวน 144 มาตรฐาน คร บคลุุมสินค้า 308 รายการ แ ะมีการเชื่� มโยง ข้อมููิ กัดศุุ กากร 1,985 ิกั ซึ่่� งเมื� กมาตรฐานควบคุม สินค้าเพิ่่� มจะทำให้มีีพิิกัดศุุ กากรเพิ่่� มมากขึ� นด้้วย 2) ปรับ เกณฑ์์ขั� นต่ำข งจำนวนการนำเข้าสินค้า ท่� ไม่มีีัตถุประสงค์เพื่่� การจำหน่าย 3) ร่วมกับกรมศุ กากริ จารณาแก้ไขปัญหา อุุปสรรคจากการบังคับใช้้ .ร.บ. มาตรฐานผลิิตภัณฑ์์ อุุตสาหกรรม ในเขต Free zone 4) นำระบบ AI มาช่่วยเพิ่่� มประสิทธิิภา ในการตรวจ ควบคุมการจำหน่ายสินค้า นไลน์์ ซึ่่� งมาตรการดัังกล่่าว จะช่่วยสกัดสิินค้าท่� ไม่ได้้มาตรฐานก่ นถึงมือผู้้บริโภค ได้้มากยิ� งขึ� น น กจากนี� จะเร่งชี้� แจงกับตัวแทนบริษัทนำเข้า-ส่ง ก แ ะบริษัทชิ้� ปปิ� งต่าง ๆ เพื่่� ให้การนำเข้าสินค้าควบคุมทั� ง 144 มาตรฐาน เป็นไปอย่่างถูกต้ งตามกฎหมาย TISI also integrated with the Public and Private Sectors to expand the authority in controlling the products, including the Electronic Transactions Development Agency (ETDA), the Customs Department, the Office of the Consumer Protection Board (OCPB), the Food and Drug Administration (FDA), the Thailand Consumers Council (TCC), the Department of Special Investigation (DSI), Consumer Protection Police Division (CPPD), Shopee, and Lazada, and has established the measures to prevent the import of uncertified products as follows: 1) Develop additional 58 standards, covering 91 products, to control the import. At present, TISI has 144 standards, covering 308 controlled products connected to 1,985 HS codes. Additional standards would result in addition HS codes. 2) Lower the quantity allowance for importing products for non-commercial purposes. 3) Work with the Customs Department to resolve the issue of enforcing the Industrial Product Standards Act in the Free Zone. 4) Incorporate AI to increase the efficiency in online product surveillance, preventing the uncertified products from reaching the customers. TISI would also inform the import-export agencies and shipping companies to ensure the legal import of all controlled products under 144 standards.
