รายงานประจ ำ �ปี 2567 ำี | ส ำ �นักงานมาตรฐานผลิตภัณฑ์อุตสาหกรรม ำ �ั ก ิั์ุ 164 สมอ. เดิิ หน้้าเจรจากรมศุุลกากร จับมืือตรวจเข้มสินค้้านำำ �เข้าไม่ได้้มาตรฐา จากต่างประเุ กช่่อง าง TISI Consulted with Customs Department on Prevent the Import of Uncertified Products เมื� อวัันท่� 9 กันยายน 2567 นายวันชัย นมชัย เ าธิิ าร สม . ม บหมายให้ นายนนิ ชัย ลิิขิิตา รณ์ ผู้้�ำนวย าร งตรวจ ารมาตรฐาน 1 รั ษาราช ารแ น ร งเ าธิิ าร สม . แ ะคณะผู้บริหาร สม . เข้าประชุุมหารื ร่วมกับ นายจักกฤ อุุเทนสุต ผู้้�ำนวยการก งมาตรฐานิ ธีีการ แ ะราคาศุ กากร แ ะนายคณิต มีีิ ผู้้�ำนวยการก ง กฎหมาย กรมศุ กากร เพื่่�ิ จารณาเรื� งการยกเว้นใบอนุุญาต สำหรับข งท่� นำเข้าไปในเขตป ากรตามมาตรา 152 แห่ง ระราชบััญญัติศุ กากร .ศ. 2560 โ ยมีหน่วยงานภาครัฐ ท่� เก่� ยวข้ ง เช่่น กรมสรร สามิต กรมการค้าภายใน กรมการค้า ต่างประเทศ กรมควบคุมโรค กรมธุุรกิจ ลัังงาน กรมประมง กรมโรงงานอุุตสาหกรรม สำนักงานคณะกรรมการ าหารแ ะยา เป็นต้น เข้าร่วมประชุุมด้้วย จากนั� นในวันท่� 10 กันยายน 2567 ได้้เข้าประชุุมหารื ร่วมกับ นางกิิจจาลัั ษณ์ ศรีีุชศาสตร์ ร ง ธิิบดี รมศุ า ร คณะผู้บริหาร แ ะเจ้าหน้าท่� ท่� เก่� ยวข้ ง เพื่่�ิ จารณาแนวทาง การบูรณาการการป้ งกัน แ ะปราบปรามสินค้านำเข้า ผิ กฎหมายให้มีความเข้มงว มากขึ� น เพื่่� อป้้ งกันการใช้้มาตรา 152 แห่ง ระราชบััญญัติศุ กากร .ศ. 2560 เป็นท่�ั ก ข งสินค้าผิ กฎหมาย ซึ่่� งมีความเส่� ยงต่ การลััก บนำ กจาก เขตป ากรโ ยไม่ได้้รับใบอนุุญาตนำเข้าจาก สม . โ ยเฉ าะ สินค้าตามมาตรฐานท่� สม . ควบคุม 144 มาตรฐาน รวมทั� งิ จารณาแนวทางปฏิิบัติิ ธีีการศุ กากร กรณี สม . ข ยกเลิิก การใช้้รหัส Exempt 5 กับการนำเข้าผลิิตภัณฑ์์อุุตสาหกรรม ท่� ไม่เกินจำนวนแ ะไม่ได้้มีีัตถุประสงค์เพื่่� จำหน่าย ซึ่่� งจะมีผ บังคับใช้้ในวันท่� 1 ตุ าคม 2567 แ ะการผลัักดัันสินค้า ผิ กฎหมาย กน กรา าณาจักร (Re-export) รวมถึง การตรวจส บ ควบคุมสินค้าท่� นำเข้าแ ะส่ง กไปน กเขต ป ากร เพื่่� อคุ้้มคร งความปั ยข งผู้บริโภคจากสินค้า ไม่ได้้มาตรฐาน ณ ห้ งประชุุมภาสกรวงศ์ กรมศุ กากร On9 September 2024, Mr.Wanchai Phanomchai, Secretary-General of TISI , appointed Mr. Nontichai Likitaporn, Director of Surveillance Division 1, Acting Secretary-General, TISI , and TISI executives to consult with Mr.Chakkrit Utensute, Director of Customs Standard Procedures and Valuation Division, and Mr. Khanit Meepid, Director of Legal Affairs Division, Customs Department, to discuss the exemption of licence for products inported into the Free Zone by the virtue of Section 152 of the Customs Act, B.E. 2560. The meeting was attended by relevant agencies, such as the Excise Department, Department of Foreign Trade, Department of Disease Control, Department of Energy Business, Department of Fisheries, Department of Industrial Works, and Food and Drug Administration The day after, on 10 September 2024, TISI consulted with Mrs. Kitjaluck Srinuchsart, Deputy Director-General, Customs Department , executives, and relevant officials, to consider the cooperation on preventing the import of uncertified products by unintended use of Section 152 of the Customs Act, B.E. 2560 for illegal imports, especially for 144 TISI controlled products. The meeting also discussed the customs procedures for the cease of Exempt 5 code for importing industrial products under the prescribed quantity and for non-commercial use, coming into force on 1 October 2024, as well as the re-export of uncertified products and the surveillance of import-export product of the Free Zone for consumer safety protection. The meeting was held at the Passakornwong meeting room, Customs Department.
